What is causing it?: It is possible he stepped on something he may be allergic to or it is insect bite. Wash the feet and if there is no ulcer you put lotion or hydrocortisone to see if it helps. Hydrocortisone is preferred. The most important thing however is to find what is causing it so you could remove and prevent future occurrence. If it could be scabies do not use hydrocortisone.
