HIV transmission.: This could theoretically occur if serum (blood from the other person) was on the mascara wand and it touched the conjunctiva of eyes (not eye lashes alone). I found 1 case report. REF: https://journals.lww.com/aidsonline/fulltext/2000/01280/hiv_1_infection_transmitted_by_serum_droplets_into.19.aspx. What you described however, should NOT transmit HIV.
