Probably not: There is no evidence that leeches transmit hiv. However, you can not prove that something never happens, just because it has never happened. The fda regulates leeches as a "single-use" item, not to be re-used, just to make sure that hiv, hepatitis virus, and other potentially infectious diseases are not transmitted from one person to the next.
