In theory, yes: As per your description, you likely have condition known as hypogonadism. Hormone replacement is generally helpfull in that cases. I however advise you to do for proper evaliation before starting hormone replacement. Any medication is double-side sword. It may help as mach as it may harm. I would not advise you to play with hormones on your own.
