Difficult to say: It difficult to say what it is with the description you gave. The female external genital genitalia has an inner lip - labia minora (has no hair) and outer lip - labia majora (has hair). The 'lump' may be on the upper portion of either lips (can't tell from your description). It may be an infected cyst or infected hair follicle among other things. Need to know exact location.
