Could be: it very well could be. You need an xray to see the bone and determine if it is broken. If you do not see a dr who is able to repair the broken bone, you could have worsening pain, the bones could move farther apart, and damage may occur to blood vessels and nerves and infection. Go to an urgent care instead of the ER.
