Stay home!: Anyone with cold symptoms needs to stay home. If all your symptoms go away with a plain antihistamine like Benadryl or Claritin (not Claritin-D), the your symptoms are due to seasonal allergies. If 100% of the symptoms do not go away with an antihistamine, you have an upper respiratory tract infection and need to stay home. Follow the guidelines of your employer for when you can return to work.

Pandemic : It would depend where you work. If there is space or cubicles you could stay isolated and wear a mask to protect others. It would also depend on risks and exposures. If you begin to run a fever you will need to self quarantine for 14 days or get a negative test
