Can't closed doctor/dental offices and shops give their ppes to hospitals that need them for coronavirus?

Yes/No: If they have large supplies, they may. Usually private physicians or dentist's offices do not have large stockpile of PPEs. They also need to save them for themselves, staff & their patients. It is the responsibilities of State & Federal govt. to provide adequate supply of PPEs.

Yes: And some have. But practitioners have to have the correct PPE's in the correct amount to be able to treat emergency patients and to be able to reopen once cleared to do so. Most PPE's are now readily available to all health care practitioners and their institutions, thanks in great part to Federal Government/Industry coordination, to the point that we are now supplying the world.

OF COURSE!: Yes, many dental offices during the office closure have donated our PPEs to hospitals and their workers. In fact, my state Oregon closed dental offices to help hospitals access to more PPEs. It was really a memorable time that all healthcare professionals came together to prioritize access and care for those who needed care most.
