If the covid19 virus is primarily transmitted via nose-droplets, why is it that fast-food restaurants and restaurant workers in general are still not/not required to wear mouth/nose guards or masks? how about cashiers?

COVID 19: Not all areas of the country have mandated that masks be worn. However the U.S. Food &d Drug Administration is now recommending that all food workers should wear face coverings or masks when working. The CDC is also now recommending that masks/ face covers be used as well. More food chains are allowing their employees to wear masks.
