Infected penises: Penises infected with genital wart strains of HPV can transmit the viruses into the vagina and that is where the cervix is. The penis easily hits or rubs the cervix each time the penis moves into the vagina. Other types of HPV cause warts on hands, but those HPV types are not the same as the types that infect the cervix. All persons eligible for HPV vaccine should be vaccinated.

Basically: The HPV virus is transferred within fluids generated during intercourse. A mechanical skin contact appears to be part of the process but defining the exact amount of contact required is difficult. The genital strains of HPV are specific to those locations. There are other HPV strains that cause things like skin warts but these are different.
