No and Yes: You cannot tell if someone is infected but has no symptoms, so it is prudent to keep a "social distance" of about 6 feet from people that you are not certain about their exposure status

COVID concerns: You would not be able to tell if someone was COVID 19 positive if they were asymptomatic or presymptomatic. Many people who might seem like they have COVID 19 might have allergies, colds, asthma etc. I do recommend social distancing (a minimum of 6 feet away) AND wearing a mask in public. Limit time you are near someone.
