Sure, but...: How does the doctor determine you are in good health? In general, that takes a full check-up, and usually some preventive care lab tests, and an updating of vaccines. There is no other way to tell if a patient is in good health. So, after such an evaluation, if the patient is indeed in good health, such a certificate should be easy to complete.
