Possibly: Certificates indicate that the person receiving it has satisfied some legal or medical requirement. If the entity to whom the certificate is addressed can be satisfied with the certificate from these providers, than they are the same. However the level of training and knowledge between a doctor and a chiropractor are worlds apart.
