?: Not really clear what you mean. If there is a very high prevalence of Covid-19 in the community, hospitals could be overwhelmed.

That has happened: Because of COVID 19 the Federal and state governments have imposed a number of policies that wouldn't normally be in play. A prime example is stay at home directives. The requirement to wear masks in some states is another.
