Difficult to say: Infants and toddlers have many forms of rashes given their delicate skin. Eczema is typically described as skin that is red, rough, with small bumps that do not contain fluid or pus and it is very itchy. Other rashes can fit this description and if treatment with over the counter fragrance free emollient lotions does not work one should see a doctor. https://nationaleczema.org/eczema/children/
