Not at age 4 months: A 4 month old baby cannot get up and by definition cannot sit down. Baby development moves from the head to the toes. First is gaining neck control, then arms control, then back control, then control of the pelvis and hips. At that point (around 6 months), a baby can get up from lying down, and get his trunk up above his hips and use his back (and core muscles) to maintain a sitting position.
