Numbers are just...: Numbers are just numbers. Without details and the whole picture of the patient, numbers cannot tell much. That means a patient needs to review her lab results with her ordering doctor, presumably her primary care doctor who knows all about her medical and personal history. Issues to discuss include: what is the definition of LOW, is it good or bad to be LOW in monocytes or does it even matter.

Any symptoms?: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Talk to the doctor who ordered the tests. Having said that, a low monocyte count in isolation is not a cause for concern and you cannot bring it up. Wish you good health!
