Hard to comment: Without the actual numbers. How low? The monocytes may be a relative increase and not absolute. Ie a high percentage of a lower number may be perfectly normal in total number.

Hard to say...: A common explanation is represented by an infection, usually viral, that destroys some of the neutrophils and subsequently the number of monocytes increases in a compensatory fashion; however, it is impossible to tell for sure without other pertinent clinical information about the patient.
