Many things possible: Saliva can have germs that people are afraid of, such as chlamydia and gonorrhea (both can infect the throat, vagina, or penis). Condoms, when used correctly, offer safety from infection regardless if they are used on a penis, a finger, or on anything else. Condoms used incorrectly don't help as much. HIV infection is not typically transmitted by licked healthy fingers or licked healthy penises.
