OK: It is OK to offer the arm you would prefer to have the blood drawn from. It might happen that the phlebotomist or nurse might not find easily a vein that will be suitable for a draw and this is when they might take a look at the other arm, it is all based on anatomy. Letting the nurse decide which arm to use might save you few blind poking attempts.
