Hands dry and chapped on joints after winter and cold water washing. when applying a moisturizer they become red and they appear little bumps but not like rash. they are not itchy. is it normal? what more can i do?

Moisturizer: Wear latex gloves when washing dishes,etc. Apply moisturizing lotion while the hands are wet and not dry to lock in oils for skin protection.
