Maybe indirectly: If the material is invaded by germs & triggers inflammation at the site it could lead to the foreskin adhering to the glans. The prime goal of foreskin care includes retracting it completely as early as possible (usually age 4-5) & removing all accumulated material during cleaning. Buildups can be teased off with a wet cotton swab. If you can't, find a urologist that can help you.
