I have had intermittent bumps come out on my neck, right under the hairline. they either come out on the left or right side. sometimes they are red or my skin color, and they are not raised, just under the skin. but they are painful.

Folliculitis: This has the characteristics of folliculitis, infection of hair follicles. I think a course of an appropriate antibiotic is needed, but for proper diagnosis and best treatment, I recommend consulting a dermatologist.
