Cushing: Exogenous sources of prednisone or other steroid can cause Cushingoid features but a normal Cortisol lever.

Cushing: Studies have shown that testing a 24 hours urine for cortisol is often not specific and may need to be repeated. There are few other tests for cortisol. Having these symptoms may not be from Cushing syndrome but from obesity. Stretch marks from Cushing are usually purple.
