Im 18. for the last 3-4 months i have noticed thick, white, wet tissue-like substances come from my vagina. it only ever comes out with something else i.e on a finger or on a condom. my period doesnt seem to clear it out. is it tissue/tampon/std?

Vaginal discharge: Any new, changed, or unexplained vaginal discharge requires in-person medical evaluation. There are several possible causes, including STDs if sexually active and perhaps at risk. Tampons are not a likely cause.
