If previously was ok: If it was ok for a person to use her fluticasone nasal spray in the recent past, then it should make no difference whether the spray is a month before or a month after its expiration date. Officially, doctors and pharmacies do not use or dispense expired meds, but a nasal spray doesn't change overnight. Thus, the spray is the same, for some unknown time on either side of the expiration date.

FDA says yes: There is a fair amount of evidence that medications stored properly, appear intact so it may be fine to take an allergy medication that's a month past its expiration date. Medications kept in a cool, dry place are likely to last longer. https://jamanetwork.com/journals/jamainternalmedicine/fullarticle/1377417
