My 8 and half month old has a temperature ranging between 37.5-38.5. she has no other symptoms could this possibly be teething.

Minimal fever: If the temperature seldom rises past this level it can certainly be teeth or a minor viral illness. As long as the kid is feeding okay and otherwise acts well you can monitor this at home.

Teething: There's a lot of debate as to whether teething causes a fever. Your child's temperate is only moderately high, and is consistent with both a viral infection or teething. Keep her hydrated. Make sure she doesn't spike a high fever. A cold teething ring would be helpful if she starts mouthing everything, drooling, fussy. Make sure to take her for 1st dental check-up @ 1st b'day.
