Ask her pediatrician: A child can check with her pediatrician for advice. If a developmental problem is suspected by parents, the entities that are required to help in the US are the school districts. Before her third birthday, the county school district in which she lives will assess her and find out what she needs. On or after her third birthday, the local (city) school district takes over assessments and schooling.
