Doctor to evaluate: Rashes and spots are difficult to describe in words. Limb rash spots may be part of an allergic reaction or an infection. Sometimes eczema, viral reactions, excessive dryness, etc... Bluish or purplish spots are likely blood spots and would need blood testing. Sometimes, spots have unknown causes. A primary care doctor or dermatologist can examine both the rash and the patient, to find a treatment

Dermatitis rash: Dermatitis is seen on the hands and other regions of the body which can be secondary to using a chemical product. Avoiding that particular product for at least a week as a self test is a good idea.
