One's Dr. can check: If a person has an infection and her body temperature feels like it is going up and down, then she very likely has a fever even if her thermometer says not over 99 degrees. There may be some infections that cause blood to flow to the skin (due to vasodilating chemicals, rash-causing chemicals, etc...). More blood flowing to the skin will cause a hot feeling, without an internal fever.
