Small vessels regrow: Whenever there is a wound such as after a surgery or after an accident, there is healing in which new small blood vessels form. There are lots of small nerve fibers in the skin. A surgery through the skin will cut some skin nerves, and often don't regrow to their original function. Maybe the nerves or blood vessels aren't originals, and dilate too much in hot water, thus creating the flushed look.
