Might be a mucocele: A mucocele on the lower lip might behave as described in this case. One's primary care doctor can examine and give an opinion. Many mucoceles go away on their own after a while. The remainder can be treated by an ENT doctor (otolaryngologist), or some Family Medicine doctors, who might have to burn or cut the top of the mucocele so it won't seal up again.
