can the epley maneuver or various other techniques help someone with an ear/sinus infection who has vertigo and dizziness?

Unlikely : Vertigo/dizziness with ear or sinus infection will improve as infection improves. Epley maneuver helps benign positional vertigo. If dizziness association with infection is disabling, your physician should be able to prescribe or recommend treatment to help your symptoms
