My 4yr old son has red droopy eye, complains of pain in mouth and throat, slight headache, slight fever and has a weird rash that appears and dissapears and then re apears on another part of the body, and he complains that it is itchy.

See your physician : One possible cause is an allergic reaction or an infection. He should be evaluated soon. He may have Strep throat. The itchy rash may be a sign of an allergic reaction or another cause.
