Unlikely to : Nasal congestion is aggravated by fumes/dust/airborne irritants/etc. . Chest rubs have no value in small infants and stink enough to keep them congested. I never use them under a year. Vigorous nasal wash out with saline & removing all environmental irritants are the things that work best at that age.

Nasal saline: normal saline, cool air mist are preferable. The vapor rub used topically may be used for toddlers and children. If the baby has a fever, please see your Pediatrician. Keep the baby hydrated with feeds and watch for new or unusual symptoms.
