Testing: In the United States schools often can help to set up assessment with an educational psychologist or developmental psychologist. Although many types of providers can assess for ADHD, most do not assess for learning disorders. I believe that seeing a specialist will provide most accurate results.

Hard to say: It is hard to predict what would be proper in your country since the system is obviously different. In the US, the GPs & pediatricians coordinate care with the various people involved. Many pediatricians do basic assessments, consulting the teachers with forms and ruling out other medical issues. Educational psychologists often do specific testing to round out the assessment. Talk with your doc.
