Hard to say: Skin issues like you describe usually require an in person evaluation. Your history, lifestyle, past efforts to treat, current health issues all play into any attempts to treat. If your GP is not helpful in this matter arrange to see a dermatologist for a skin treatment plan. This is not something you can manage from the net.
