Depends: If the testis can be moved easily into any part of the scrotum without pain it is likely fine. These usually eventually drop into the scrotum by the time puberty starts. If not surgery to attach the testis to the scrotal sac is performed. It does have a slight increased risk of twisting on its stalk which would require immediate attention. Regular exam at his checkups is needed.
