That's natural: In uncircumcised people that is the natural resting state. If you cannot retract it to uncover the glans you need to meet with a urologist who can evaluate the issue & provide you with options for care. Sometimes a simple office procedure can loosen it.

That is its purpose: The foreskin normally covers the top of it in every normal newborn boy, "it" being his penis. Foreskin gradually loosens between ages 5 and 16 years, and there is no rush to do that. After loosening, the foreskin can slide back and forth. The foreskin protects the glans of the penis from getting dried out, desensitized, injured, etc... Occasionally, an infection can happen under the foreskin.
