Not HPV: HPV does not cause such symptoms. HPV never causes any symptoms at all except skin growths (warts, etc). Warts do not usually appear as "black spots". Urethral discharge is mostly due to other STDs, but occurs at other times, not only after urination. You might have a prostate gland infections. The spots and the discharge probably are two separate problems. See urologist or STD specialist.
