Exam needed: A physician or dermatologist would have to inspect this type of rash in order to make a diagnosis. It could be an allergic dermatitis or eczema. Continue hydrocortisone but try an ointment instead of cream. Take an antihistamine like benadryl(can cause drowsiness) or claritin(nondrowsy) to relieve itching until examined.
