Allergy: Could be allergic or a contact like poison ivy. Don't scratch it that may lead to infection. Think if you put on anything , ate anything or contacted any allergen . Gardening? Steroid anti itch cream is a start if continues see a dermatologist

Can't say without : identifying what the rash is. This rash needs to be visualized & a history needs to be obtained in order to make an accurate diagnosis.
