Day 17 of a normal 28 day cycle and i saw stretchy thin clear discharge when i wiped. is that normal? could it still be ovulation related discharge?

Ovulation: cervical mucous changes, become more stretchy. A 28 day cycle usually means ovulation around day 14 of cycle. A delay of ovulation of a couple of days, fits with your findings.
