Tricky: dermatologic conditions are hard to discuss without seeing them. African Americans can have a change in color by even trivial damage to the skin (abrasion due to underwear/belt/skin fold). Otherwise it is hard to say. The usual causes (infection, autoimmune/allergy) wouldn't give this pattern.
