Hard to say: Failure to complete the primary series does increase risk that a protective level of antibody was not/is not present (10mIu/ml). However, that level is often low 2 decades after the infant immunizations in normal people. The risk of chronic Hep B after infection is highest in infants/children (up tp 90%) while it drops to 5% in normal adults. Another way to look at it would be your personal risk.
