My eyes are bright white, but when i turn them far in any direction, the outer rim is a slight yellow. can jaundice sometimes affect only a portion?

Probably normal: Jaundice turns the entire eye yellow, not just one part. And it's very rare to be jaundiced and otherwise be healthy. If you otherwise feel and look well, then almost certainly you are not jaundiced.
