The "distribution": of the rash you describe sounds like the area covered by your underpants! Look for allergy to your LAUNDRY SOAP. Since that "area" is also usually a warm/possibly sweaty place a FUNGAL skin infection is another possibility. Just some "thoughts" Hope they are helpful! Dr Z
