Need to examine: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. You should see your doctor again. The lesions could be warts, or molluscum contagiosum. Both of these are generally benign.

Some basics: In 4 decades as a pediatrician I have never seen a baby with a hemorrhoid, ever. Those are developed after years of straining & an upright posture. Infants can get skin tags often from healed anal fissures. An exam would be needed to confirm this but I cannot buy into the hemorrhoid theory.
