Have had lung problem since 9yo, def not asthma, no doctors figured it out, hard to breathe in, phlegm and coughing, caused by exercise and inhalants?

Hard to speculate: A proper diagnosis would require a complete review of family & personal medical history, exam & tests. The stated pattern suggests a mild form of cough variant asthma which often goes undiagnosed for a lifetime. Those with CVA often never actually wheeze but may have family members with asthma or other forms of allergy related problems.
