Balanitis?: This sounds like garden-variety balanitis, i.e. inflammation of the head of the penis and inside the foreskin in uncircumcised men. Often "nonspecific" and clears up with improved hygiene, i.e. retract foreskin and wash with soap and water a couple times a day. Some are due to yeast and respond to anti-fungal creams. Almost never an STD, and oral sex is low risk (but not zero risk) for STDs.
